Our Mission
The Mission of the Office of the Treasurer of the State of Arkansas is guided by the words of Henry Clay who stated,
“Government is a trust, and the officers of the government are trustees, and both the trust and the trustees are created for the benefit of the people.”

Authority
The Treasurer of State is an executive officer of the state, established by the Constitution of the State of Arkansas; and is required pursuant to the Arkansas. Code to perform “all . . . duties which may be required of him or her by law.”
Objectives
The objectives of the Treasurer of State’s investment practices, in priority order, are safety, liquidity, and return on investments.
Our Team
The Internal Accounting & Audit Department was created in 2022 after recommendations by an independent advisory panel suggested the office should separate investment duties from accounting and reporting duties. Safeguarding the state’s general investment portfolio of $10 to $12 billion, and other administered pools, is of utmost importance to the Treasury.
The Internal Accounting & Internal Audit Division is staffed by:
- Steven Kilgore, Division Director, a Certified Public Accountant with decades of experience in state government in assessing financial results, accounting policies and regulatory compliance of financial institutions.
- Autumn Sanson, Compliance Director, who has decades of experience in state government, in investment trading systems and operations, in investment compliance policy development and in state fiscal management.
- Holly Beaver, Investment Accountant, who has over 20 years’ experience in government and private sector budgeting and accounting and is currently working toward her Certified Internal Auditor designation,
